Liturgy for Berakhot 64:6

רבא לא גזר תעניתא ביומא דעיבא משום שנא' (איכה ג, מד) סכותה בענן לך מעבור תפלה:

Raba never proclaimed a fast on a cloudy day, because it is said, "Thou hast covered Thyself with a cloud, so that no prayer can pass through" (Lam. iii. 44).
