Musar for Berakhot 109:10

אמר רבי יוחנן שלשה דברים מכריז עליהם הקב"ה בעצמו ואלו הן רעב ושובע ופרנס טוב רעב דכתיב (מלכים ב ח, א) כי קרא ה' לרעב וגו' שובע דכתיב (יחזקאל לו, כט) וקראתי אל הדגן והרביתי אותו פרנס טוב דכתיב (שמות לא, ב) (ויאמר) ה' אל משה לאמר ראה קראתי בשם בצלאל וגו'

R. Johanan said : There are three things which the Holy One, blessed be He, Himself proclaims, viz. : famine, plenty and a good leader. "Famine" — for it is written, "The Lord hath called for a famine" (II Kings 8:1). "Plenty" — for it is written, "I will call for the corn and will increase it" (Ezek. 36:29). "A good leader" — for it is written, "And the Lord spoke unto Moses, saying, See I have called by name Besalel, the son of Uri" etc. (Exod. 31:1 f.).

Shenei Luchot HaBerit

On the same folio of the Talmud as that mentioned above, Rabbi Yochanan said that there are three fateful events which G–d announces personally. They are: "famine, good harvests, and the name of a good economic leader of the people." He brings scriptural proof for each one of these three. The verse cited to support the announcement by G–d of a suitable economic leader is our verse appointing Betzalel.
