Reference for Berakhot 31:22

מי לא עסקינן דקאזיל לדבר מצוה ואפילו הכי אמר רחמנא ליקרי

Are we not here dealing with one who is on his way to perform a religious duty, and even so the All-merciful requires of him the reading [of the Shema'] ?
