ולאביי דאמר הזמנה מילתא היא אזמניה אע"ג דלא צר ביה צר ביה אי אזמניה אסיר אי לא אזמניה לא

But according to Abbai who said that the assignment is the criterion, if he assigned to deposit his Tefillin in the cloth, although he has not actually done so — or having bound them therein, if he thereupon assign it for the purpose — then it is forbidden [to tie up money therein] ; but if he has not made that assignment, it is not [forbidden].
