(ויקרא יז, יג) חיה או עוף מה חיה אינה קדש אף עוף אינו קדש

so it only refers to those birds which cannot be consecrated, hence I would exclude turtle doves and young pigeons since they can be consecrated!<span class="x" onmousemove="('comment',' I.e., that the law of covering up the blood should not apply to turtle doves and young pigeons even though they are unconsecrated.');">¹²</span>
