ולימא הא ולא בעיא הך חדא מכלל חבירתה איתמר
But why not state the former [only] and the other would not need to be stated? One was inferred from the other. It was stated:

Q. How many persons should be called (in the Synagogue) to the reading of the weekly portion on Rosh-hodesh (day of the new-moon) or Hanukkah when they fall on Sabbath?
A. Many of our ritual customs are based on the Siddur of Rav Amram, the Halakot Gedolot, and the tractate Soferim. From these sources we have derived our custom that the first seven persons read the portion of the week, and the maftir (one who concludes the reading of the Torah) reads the portion pertaining to the special occasion.
