וכיון דבניסן בעי אקרובי מתרומה חדשה קדמינן וקרינן באחד באדר כי היכי דליתו שקלים למקדש

And since it is in Nisan that we have to bring from the new contributions, we read beforehand on the first of Adar so that shekels should be brought [in time] to the Sanctuary.

Q. How many persons should be called (in the Synagogue) to the reading of the weekly portion on Rosh-hodesh (day of the new-moon) or Hanukkah when they fall on Sabbath?
A. Many of our ritual customs are based on the Siddur of Rav Amram, the Halakot Gedolot, and the tractate Soferim. From these sources we have derived our custom that the first seven persons read the portion of the week, and the maftir (one who concludes the reading of the Torah) reads the portion pertaining to the special occasion.
