Responsa for Megillah 63:3

What is R. Meir’s reason? It like that of Ulla as Ulla said: Why did they say that he who reads from the Torah should not aid the translator? So that people should not say that the translation is written in the Torah. So too here [R. Meir’s reason is] so that they should not say that the blessings are written in the Torah.

Teshuvot Maharam

Q. Is the Reader (of the Torah) permitted to recite the piyyutim called dibra (דבּרא) while reading the ten commandments to the congregation?*See L. Zunz, Literatur Geschichte der Synagogalen Poesie, 76. Dibra is a piyyut recited on Pentecost after each of the ten commandments.
A. No, on reading the scroll of the Law the reader is not permitted to add any extraneous material lest it be confused with the Text in the minds of the listeners.
