Tosefta for Megillah 4:3
מקום שנכנסין בשני ובחמישי מיהא קרינן ואפילו בזמן הזה ומוקים לה לברייתא כרבי יוסי בר יהודה
In any case, in places where they do go to town on Monday and Thursday it is read [on the earlier dates] even in these times? He accordingly ascribed the statement in the baraita to R. Yose son of R. Judah.
Tosefta Megillah
Rabbi Yehudah said, "When [does the reading get moved up to the day of gathering]? In a place that people gather on Monday and Thursday. But in a place where people do not gather on Monday and Thursday, since people look at it [to determine when Pesach should start], they should look at it [read it] in its appropriate time."
