אריב"ל הרואה רקיע בטהרתה אומר ברוך עושה בראשית אימתי אמר אביי כי אתא מטרא כולי ליליא ובצפרא אתא אסתנא ומגליא להו לשמיא
R. Joshua b. Levi said : Who sees the firmament in its purity says, "Blessed... Who hast made the Creation." When is this? Abbai said : When it has rained the whole night and in the morning a north wind comes and clears the sky.
