Commentary for Berakhot 126:7

(שמות לג, יא) ודבר ה' אל משה פנים אל פנים אמר ר' יצחק אמר לו הקדוש ברוך הוא למשה משה אני ואתה נסביר פנים בהלכה איכא דאמרי כך אמר לו הקדוש ברוך הוא למשה כשם שאני הסברתי לך פנים כך אתה הסבר פנים לישראל והחזר האהל למקומו

"And the Lord spoke unto Moses face to face" (ibid. v. 11). R. Isaac said : The Holy One, blessed be He, spake unto Moses, "Moses, I and thou will discuss aspects of Halakah." Another version : Thus spake the Holy One, blessed be He, unto Moses, "In the same manner that I have shown thee a cheerful countenance, do thou likewise show Israel a cheerful countenance, and restore the tent to its place."
