Halakhah for Sanhedrin 41:8

Whence do we deduce the number eighteen? — From the verse, And unto Davidwere sons born in Hebron; and his first-born was Ammon of Ahinoam theJezreelitess; the second, Chileab of Abigail the wife of Nabal the Carmelite;the third Absalom the son of Maacah; and the fourth, Adonijah the son ofHaggith; and the fifth, Shefatiah the son of Abital; and the sixth, Ithreamof Eglah, David's wife. These were born to David inHebron.<span class="x" onmousemove="('comment',' II Sam. III, 2-5. Sefer HaChinukh

From the laws of the commandments is that which they, may their memory be blessed, said (Sanhedrin 21a) that it is permitted to marry up until eighteen wives, but not more - and even if they are like Avigail, who was righteous, alacritous and good. [This] and the rest of its details are in the second chapter of Sanhedrin. And this is from the commandments which are only upon the king.
