Halakhah for Shabbat 302:14
אמר לה רבי חייא לדביתהו כי אתי עניא אקדימי ליה ריפתא כי היכי דלקדמו לבניך אמרה ליה מילט קא לייטת להו אמר לה קרא קא כתיב כי בגלל הדבר הזה ותנא דבי ר' ישמעאל גלגל הוא שחוזר בעולם תניא ר' גמליאל ברבי אומר (דברים יג, יח) ונתן לך רחמים ורחמך והרבך כל המרחם על הבריות מרחמין עליו מן השמים וכל שאינו מרחם על הבריות אין מרחמין עליו מן השמים
said: And he shall give<span class="x" onmousemove="('comment',' E.V. show. ');"><sup>24</sup></span> thee mercy, and have compassion upon thee, and multiply thee:<span class="x" onmousemove="('comment',' Deut. XIII, 17. ');"><sup>25</sup></span>

And [it] is practiced in every place and at all times by males and females. And one who transgresses it has violated a positive commandment and shown the trait of cruelty in himself, which is an ugly trait. And anyone who does not have mercy, is not shown mercy from the Heavens, as his body is not fit for mercy (Shabbat 151b).
